In 2004 the Allen Arts Alliance, which was a city appointed board whose mission was to promote, nurture and celebrate the arts, proposed that it commission a public art master plan. This plan would investigate developing a public art program to oversee the commissioning of artwork to enhance Allen’s public places and infuse culture and beauty into the everyday life of Allen residents and visitors. The Allen City Council approved Allen’s first Public Art Master Plan in 2005, and the Public Art Committee developed from this proposal.
Art commissioned by the City of Allen is financed through $1.2 million in bond funding approved by voters in 2007, along with contributions from the Community Development Corporation. Public art projects may also involve public-private partnerships or by encouraging public art in private development.
